Support Bicycle Access at Rilee Park

Bob and Crystal Rilee Park is CPRD’s largest park and one of the best local opportunities for safe, off-road bicycle recreation. Since bicycle access was removed, local riders, youth, and families have been left without an equivalent place to ride within the district.


Please take a minute to email the CPRD Board and ask them to restore bicycle access at Rilee Park, work with all trail users on a thoughtful management plan, and support fair access to public parkland.

Why Bicycle Access Matters

Local families need safe places to ride away from traffic. Rilee Park is one of Chehalem Park and Recreation District’s largest public parks and offers the kind of natural-surface trail experience that simply does not exist elsewhere in the district.


Bicycle access is not about taking the park away from anyone. It is about creating a thoughtful, managed approach so hikers, equestrians, cyclists, youth, and families can all benefit from public parkland.


What We’re Asking CPRD To Do

We are asking the CPRD Board to restore bicycle access at Rilee Park and direct staff to develop a clear, practical trail management plan.


That plan should consider separated-use trails, signage, trail etiquette, volunteer stewardship, maintenance needs, and ways to reduce conflict between user groups. Rilee Park is large enough for a balanced solution.

A Practical Path to Shared Access

Safe Design

Bikes and horses do not need to share the same trails. Separated-use or split-use trail planning can reduce conflict while allowing more people to enjoy the park.

Local Stewardship

The bicycle community is ready to help maintain trails, educate users, and support responsible recreation.

Public Access

Rilee Park belongs to the public. CPRD should manage it for multiple community needs, not permanently exclude one group without providing a meaningful alternative.

A Large Park Can Serve Many Uses

Rilee Park is large enough for a thoughtful approach to trail access. The choice does not have to be “bikes everywhere” or “no bikes anywhere.”


With good planning, CPRD can protect the character of the park while also creating safe, enjoyable opportunities for local bicycle recreation.
